PTA TEACHERS’ HEAD-COUNT NATIONWIDE

Some time ago we talk about a presidential decree urging that all institutions under the ministry of secondary education should relieve all support staff of their duties and that the council should ensure their employment. One of the questions posed was about the salaries to be given out. Will they be from government coffers or will it still be based on PTA fees paid by parents of students learning in these schools. The PRESIDENTIAL DECREE ON SECONDARY SCHOOL ACTIVITIES. | Alpha Study Group (alstug.com), talked about a lot of things amongst which in CHAPTER IV was the “Recruitment and payment of support staff”.

The Cameroon minister of secondary education, PhD PAULINE NALOVA LYONGA, released a correspondence on the 14th  of June 2023 in response to the presidential order, instructing heads of institution to liberate all “non-permanent agents in an illegal situation”. The quoted phase caused controversies and confusion but will be properly talked about later.

Above is an image of another correspondence by the Cameroon Minister of secondary education, PhD PAULINE NALOVA LYONGA, by which, she instructs all heads of government institutions under her jurisdiction to offer an official headcount of all part time workers currently working in their institutions. An English copy of the circular is shown below. Nonetheless, the main idea in the letter, the body, has been typed out below (before the image itself)

In line with my correspondence of 14 June 2023 through which I urged you to release, without delay, all non-permanent agents in an illegal situation within your respective areas of jurisdiction. I hereby ask you to proceed with the systematic head-count of all part-time teachers presently working in schools of your respective regions.

I would like to have your report with respect to the subject mentioned above later 12 p.m on Wednesday, 5 July 2023

Based on the letter seen above, by Wednesday the 05th of June 2023, the Cameroon ministry of secondary education should have detailed data on the number of teachers, teaching in schools to support the ministries payroll. We want to believe that by “systematic”, the ministry is not just requesting for numbers but for the exact functions (subject(s) taught) of the teachers in the institution.

Though, a vast majority of Cameroonians see a lot disadvantages in this but it may have some goodies coming along. For example, it might lead to a better absorption of teachers into the ministry, a uniformity of PTA teaching salaries, better assurance of Salary delivery. Furthermore, the government might equally develop the capacity to punish or at least control the punishments given to recalcitrant and delinquent part-time teachers.

Truthfully speaking, not all that glitters is gold but also, not all that is painted black is bad.
