PRESIDENTIAL DECREE ON SECONDARY SCHOOL ACTIVITIES.

Presidential Decree on Secondary School activities.

Signed on the 27 of April 2023 by the president of the Republic of Cameroon, commander in chief of the armed forces, His Excellency President PAUL BIYA, is a decree that modifies operations, working conditions and certain activities taking place in public institutions within the ministry of secondary education, MINESEC.

A pdf copy of the file has been circulating on WhatsApp since then. As usual, most Cameroonians and educational staff looked over it lightly as most active teachers at the time where concerned with official exams that were scheduled for the months of May through June. The detailed concepts and modifications are currently being studied by teachers and principals alike.

It is important to note that some schools (preferring to keep them anonymous) have already started implementing the said instruction. The others will follow of course.

The circulating document is has six (6) pages in total with a total of ten (10) chapters, corresponding to the areas modified by the presidential decree. These ten (10) chapters carry a total of thirty (30) articles that clearly explain the chapters in question. In this post, we shall barely site out the chapters as stated in the document (without any form of modification) but you can rest assured that we will offer detailed explanations as the Ministry of Secondary Education (MINESEC) throws more light on each subject or chapter.

CHAPTER 1:

General Provisions.

CHAPTER 2:

Participation in the preparation and implementation of the national school map in regions.

CHAPTER 3:

Construction, extension, equipping, maintenance and upkeep of secondary and high schools in Cameroon

CHAPTER 4:

Recruitment and payment of support staff.

CHAPTER 5:

Purchase of school equipment and supplies.

CHAPTER 6:

Distribution, award of scholarships and grants in secondary and high schools in regions.

CHAPTER 7:

Participation in the management and administration of government secondary and high schools through dialogue and consultation entities.

CHAPTER 8:

Support for council actions in primary and nursery education.

CHAPTER 9:

Transfer of resources.

CHAPTER 10:

Miscellaneous and final provisions.

The above mentioned ten (10) chapters are as stated in the presidential decree with the stamp of the presidency, the president and signature of the President of the republic. The last page of the document is seen in the picture below.
